How to get
Incanter's Flow can be obtained through Ashes of Outland card packs, through crafting, or as an Arena reward.

Strategy
Incanter's Flow reduces cost of spells by 1. This is best used with spells that have a high cost like 
Pyroblast, Flamestrike, Blizzard, 
Luna's Pocket Galaxy, 
Puzzle Box of Yogg-Saron, or 
Power of Creation. It works best in Spell Mage, discounting almost the entire deck.
If possible, Incanter's Flow should be played during early game to utilize as many spells in your deck to be discounted as possible, as it does not discount spells in your hand. If your hand has no faster players, you should hard mulligan for this card.
It can be a good choice generated through Magic Trick or Evocation.
