Swindle can be obtained through Madness at the Darkmoon Faire card packs, through crafting, or as an Arena reward.

Drawing two cards for 2 mana is a respectable result, more so when it helps to tutor out specific cards to help combo plays - or simply thin out your deck for consistency. Rogue decks usually carry plenty of cheap cards to help trigger the Combo condition, as well as other directly synergetic cards such as Preparation, Foxy Fraud or even The Coin if going second, making Swindle an especially useful addition to most decks.
