Strategy
This works well against decks with lots of small minions. It would fit in a control deck seeking to clear the board of their opponent's low-Attack minions without damaging their own larger minions.
Note that this spell destroys all minions with 2 or lower Attack, not just enemy ones.
This spell could be combined with cards like 
Crazed Alchemist or 
Shrinkmeister (Wild format) to remove larger targets.
Pint-Size Potion's flavor text references this card, and it works the same way as Shrinkmeister, but with stronger reduction, making an efficient removal for minions with 4 Attack.
